July Vance Report Focuses on Bill Stabilizing Drug and Alcohol Treatment, Prevention Funding

HARRISBURG – Sen. Patricia Vance's (R-Cumberland/York) July edition of the Vance Report features a discussion on her legislation that would create a dedicated and stable funding stream for drug and alcohol treatment and prevention.

"The panelists provide a good overview of the importance of drug and alcohol treatment and prevention," Vance said. "A California study showed every $1 spent on treatment saves $7 in related costs. By not spending money on treatment we cost ourselves more money later in the form of increased social services and more money spent on law enforcement and corrections."

Participating in dialogue are Jack Carroll, director of Cumberland/Perry Drug and Alcohol Commission; Skip Ebert, district attorney for Cumberland County; Felicity DeBacco-Erni, executive director of Pennsylvanians Against Underage Drinking; and Lynn Cooper, deputy director of Pennsylvania Community Providers Association.

Senate Bill 727 would create the Drug and Alcohol Treatment and Prevention Fund. The fund would dedicate a portion of the revenue from the existing liquor tax to five separate line items for drug and alcohol treatment and prevention programs.

The show airs on Blue Ridge Communications at 6 p.m. on Tuesdays on Channel 8. Comcast Cable that serves the Shippensburg area will air the program at 4 p.m. on Thursdays on Channel 21. Comcast Cable that serves the Carlisle area will air the show at the same time but on Channel 11. York Community Access shows the program at 9 p.m. on the second Tuesday of the month on Channel 16. Finally, Comcast Cable in the Greater Harrisburg area will air the program on Channel 20 with no set time schedule.

Vance's district includes all of Cumberland County and Carroll, Fairview, Franklin, Monaghan, Warrington and Washington townships and Dillsburg, Franklintown and Wellsville boroughs in York County.
