Townships Awarded Sewage Facilities, Recycling Grants, Vance Says

HARRISBURG – Almost $216,000 in Recycling Performance and Sewage Facilities Enforcement Grants recently were awarded to three townships in Cumberland County, said Sen. Pat Vance (R-Cumberland/York). 

"These two grant programs play an important role in protecting our environment," Vance said. "The recycling grant encourages residents not to dispose of certain materials in landfills. The Sewage Facilities Enforcement grant assists municipalities with the cost of enforcing sewer regulations to reduce the chances of ground contamination." 

The Recycling Performance grant is based on total tons recycled and the municipality's population for calendar year 2007. Silver Spring Township received $37,604 based on 1,895 tons recycled, while West Pennsboro Township was awarded $2,516 based on 261 tons recycled.  

This grant helps Pennsylvania communities increase their recycling rates and meet the statewide goal of recycling 35 percent of all municipal waste. It is in addition to funds that the Department of Environmental Protection (DEP) allocates to municipalities to establish and maintain recycling programs. 

Sewage Facilities Enforcement Grants are used to reimburse 50 percent of eligible expenses for performing state sewage regulations. East Pennsboro Township received $175,797. 

The state sewage regulations are outlined in the Pennsylvania Sewage Facilities Act (Act 537). This act was formed to correct existing sewage disposal problems and prevent future problems through proper planning of all types of sewage facilities and permitting of individual or community on-lot disposable systems (OLDS), as well as uniform standards for designing OLDS. 

Vance's district includes all of Cumberland County and Carroll, Fairview, Franklin, Monaghan, Warrington and Washington townships and Dillsburg, Franklintown and Wellsville boroughs in York County.
